This is a critical initial step \u2013 blue carbon projects are often expensive and prone to high degrees of risk. Nonetheless, oceans hold sequestration potential that must be harnessed. Developed nations in particular do have the risk appetite to fund projects in the space. <\/span><\/span><\/p><\/div><\/td><\/tr><tr><td style=\"padding-top:8px;padding-bottom:8px;padding-right:24px;padding-left:24px\" class=\"mceBlockContainer\" valign=\"top\"><div data-block-id=\"250\" class=\"mceText\" id=\"dataBlockId-250\" style=\"width:100%\"><p class=\"last-child\"><span style=\"color:#172b4d;\"><span style=\"font-family: 'Lato', 'Helvetica Neue', Helvetica, Arial, sans-serif\">Despite 2023 having been a tumultuous year for the VCM, many in the ecosystem continue to strive towards building integrity for the market. World leaders came forward to voice their support for the VCM. \u00a0World Bank Group President Ajay Banga announced ambitious plans for the growth of high integrity global carbon markets, with 15 countries set to earn income from the sale of carbon credits generated from preserving their forests.\u00a0This is perhaps an outcome of their acknowledgement of the size of the climate finance gap, and the VCM\u2019s ability to bridge this gap if operationalised well<\/span><\/span>. <\/p><\/div><\/td><\/tr><tr><td style=\"padding-top:0;padding-bottom:0;padding-right:24px;padding-left:24px\" class=\"mceBlockContainer\" valign=\"top\"><div data-block-id=\"243\" class=\"mceText\" id=\"dataBlockId-243\" style=\"width:100%\"><p style=\"line-height: 2;\" class=\"last-child\"><strong><span style=\"font-size: 18px\"><span style=\"font-family: 'Lato', 'Helvetica Neue', Helvetica, Arial, sans-serif\">The in-betweens<\/span><\/span><\/strong><\/p><\/div><\/td><\/tr><tr><td style=\"padding-top:8px;padding-bottom:8px;padding-right:24px;padding-left:24px\" class=\"mceBlockContainer\" valign=\"top\"><div data-block-id=\"244\" class=\"mceText\" id=\"dataBlockId-244\" style=\"width:100%\"><p class=\"last-child\"><span style=\"color:#172b4d;\"><span style=\"font-family: 'Lato', 'Helvetica Neue', Helvetica, Arial, sans-serif\">Some decisions at COP, although positive, can only be seen as half-wins. This amount falls far short of the estimated $400bn in climate-related losses developing countries face each year. In fact, this corpus covers less than 0.2% of the <\/span><\/span><a href=\"https:\/\/www.theguardian.com\/environment\/2023\/dec\/06\/700m-pledged-to-loss-and-damage-fund-cop28-covers-less-than-02-percent-needed\" target=\"_blank\" style=\"color: #172b4d;\" rel=\"noopener\"><span style=\"color:#172b4d;\"><span style=\"font-family: 'Lato', 'Helvetica Neue', Helvetica, Arial, sans-serif\">required amount.<\/span><\/span><\/a><span style=\"color:#172b4d;\"> <\/span><\/p><\/div><\/td><\/tr><tr><td style=\"padding-top:8px;padding-bottom:12px;padding-right:24px;padding-left:24px\" class=\"mceBlockContainer\" valign=\"top\"><div data-block-id=\"253\" class=\"mceText\" id=\"dataBlockId-253\" style=\"width:100%\"><p class=\"last-child\"><span style=\"color:#172b4d;\"><span style=\"font-family: 'Lato', 'Helvetica Neue', Helvetica, Arial, sans-serif\">On the last day of COP28 came another partial win \u2013 for the first time, we witnessed a commitment being made to transition away from all fossil fuels. The disappointment however is that several countries, including the EU demanded a \u201cphase out\u201d, instead of a \u201ctransition away\u201d. While it may appear to be a minor detail, in the world of climate diplomacy, this gives way to softer policy action instead of a solid phase-out plan. Furthermore, oil producers and developing countries were reassured by assertions that countries are free to follow their own paths to net zero, which instill little faith among observers. <\/span><\/span><\/p><\/div><\/td><\/tr><tr><td style=\"padding-top:0;padding-bottom:0;padding-right:24px;padding-left:24px\" class=\"mceBlockContainer\" valign=\"top\"><div data-block-id=\"260\" class=\"mceText\" id=\"dataBlockId-260\" style=\"width:100%\"><p style=\"line-height: 2;\" class=\"last-child\"><strong><span style=\"font-size: 18px\"><span style=\"font-family: 'Lato', 'Helvetica Neue', Helvetica, Arial, sans-serif\">Pushed down the road<\/span><\/span><\/strong><\/p><\/div><\/td><\/tr><tr><td style=\"padding-top:8px;padding-bottom:8px;padding-right:24px;padding-left:24px\" class=\"mceBlockContainer\" valign=\"top\"><div data-block-id=\"259\" class=\"mceText\" id=\"dataBlockId-259\" style=\"width:100%\"><p class=\"last-child\"><span style=\"color:#172b4d;\"><span style=\"font-family: 'Lato', 'Helvetica Neue', Helvetica, Arial, sans-serif\">At COP28 in Dubai countries once again failed to reach agreement on Article 6.2 and Article 6.4 meaning talks will resume next year. Draft recommendations on Article 6.4 methodologies were up for approval at COP28.
